Nancy's Cozy Cafe - Réserver une table

I experienced slow and indifferent service for the second time at this restaurant. The waitress brought us our drinks but then disappeared for over 20 minutes to pay for them at the counter. When I asked to speak to the owner or someone in charge about the lack of service, I was told there was no one available to talk to.
